Pamekasan, (regamedianews.com) – Puluhan jabatan strategis di sejumlah organisasi perangkat daerah (OPD) dilingkungan Pemkab Pamekasan belum terisi. Kinerja eksekutif pun tidak bisa optimal dalam menjalankan program kegiatan selama ini. Kekosongan tersebut ada di eselon II a, yakni jabatan sekretaris kabupaten (Sekkab) yang dijabat pelaksana tugas (Plt).

Kabid Mutasi Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BPKSDM) Pamekasan, Sri Puja Astutik mengatakan, ada 40 jabatan yang sampai sekarang belum ada yang mengisi, dari jumlah tersebut 1 orang eselon II b, 2 orang eselon III a, 5 orang eselon III b, 21 orang eselon IV a, dan 10 orang eselon IV b.

”Akan lebih efektif dan optimal ketika jabatan yang kosong itu dijabat pejabat definitif. Karena itu, pejabat definitif sangat dibutuhkan untuk mengoptimalkan kinerja di setiap OPD. Kekosongan jabatan itu karena ada yang meninggal, memundurkan diri, dan pensiun,” ungkapnya, Senin (26/03/2018).

Menurut Astutik, pihaknya tidak bisa mengisi jabatan kosong tersebut. Sebab, pengisian jabatan merupakan kebijakan pejabat pembina kepegawaian (PPK). Dalam hal ini kepala daerah. Selain itu, dalam UU 10/2016 terdapat larangan bagi bupati untuk melaksanakan penggantian pejabat.

“Penggantian pejabat bisa dilakukan asal ada izin tertulis dari Mendagri. Tetapi, pimpinan belum mau mengajukan penggantian pejabat dalam waktu dekat. Sebab, dia menegaskan, yang memiliki kebijakan tersebut PPK,” terangnya.

Astutik menambahkan, pihaknya sudah mempersiapkan dan melakukan rapat dengan badan pertimbangan jabatan dan kepangkatan (baperjakat) tentang kekosongan jabatan. Ia mengaku setiap bulan selalu mengadakan rapat. Untuk kepastiannya, harus menunggu dari PPK.

”Tetapi untuk eselon II a dan II b harus dilakukan seleksi terbuka. Karena itu merupakan jabatan pimpinan tinggi (JPT) pratama. Kami belum tahu kapan, untuk sementara masih mengambang,” imbuhnya. (man)
